1. Go to Google Cloud Console.
2. Create/select a project.
3. Enable "Cloud Text-to-Speech API".
4. Go to "APIs & Services" > "Credentials".
5. "Create Credentials" > "API key".
6. Copy the key. Restrict it to Text-to-Speech API.
